A newly released police dash cam video provides a vivid and dramatic look at the arrest of Jacques Devlin Howell Mojica, which unfolded near 8 p.m. on February 18, 2025. The incident began when Mojica fled from a traffic stop and culminated in a tense standoff at a 7-Eleven gas station in Palmetto. The video offers new insight into the coordinated efforts of multiple law enforcement agencies as they brought the dangerous chase to a close.
As we previously reported, the Hillsborough County Sheriff’s Office (HCSO) attempted to stop a white 2013 Mercedes E350 convertible driven by Mojica at New Eastbay Road and Bullfrog Court in Riverview around 7:30 p.m. on February 18th, 2025. Upon being approached by deputies, Mojica refused to cooperate, instead fleeing the traffic stop. Deputies followed him across county lines, with aerial support from the HCSO aviation unit and backup from at least 10 ground units.

Mojica fled into Manatee County, where he stopped at a 7-Eleven on Moccasin Wallow Road. The situation quickly escalated as law enforcement—now including the Florida Highway Patrol (FHP)—worked in unison to box in Mojica’s vehicle. Despite being cornered, Mojica refused to exit the vehicle, prompting authorities to deploy two taser to subdue him.
Mojica, 26, was arrested on multiple charges, including aggravated fleeing to elude, resisting an officer without violence, and battery on a law enforcement officer. He was transported to the Manatee County Jail, where he remains in custody. The Florida Highway Patrol is pursuing additional charges related to their involvement in the incident. He’s scheduled for arraignment on April 4th, 2025.
This isn’t the first time Mojica has fled from the police. In May 2024, he was arrested for a similar incident in Hillsborough County. Court records reveal that he initially entered a pretrial intervention program, but it was later rejected or denied. Mojica is now scheduled for a hearing in Tampa on March 7, 2025, regarding those charges.
The release of the dash cam video highlights the intense and dangerous nature of law enforcement pursuits, as well as the professionalism and quick-thinking exhibited by the agencies involved. The pursuit serves as a reminder of the risks officers face when dealing with high-speed evasion attempts and the necessity of coordinated action to ensure public safety.
