North River Church Phase 2 Expansion

North River Church (NRC), Inc. proposes the addition of a new 25000 SF (+/-) sanctuary building with 668 seating capacity, additional parking, and associated site adjustments for flood plain impacts, stormwater management, water, & sewer services, vehicular access & circulation, pedestrian access, and landscaping. Ft Hamer Road improvements for turn lanes may be required as part of the site planning, however, a agreement between Manatee County and NRC will allow Manatee County to construct the Ft Hamer Road improvements at their discretion in exchange for frontage right of way dedication by NRC. The existing sanctuary building will be remodeled/renovated to serve the needs of the NRC congregation. Onsite church project and & offsite roadway project will be permitted separately with separate plan and application to Manatee County and SWFWMD.

Construction is estimated to being in November 2024 and be complete in June 2025.

Fort Hamer Crossing Internal Infrastructure Change For Wawa

On 6/27/2024, Manatee County approved the plan package for the project referenced above, Fort Hamer Crossing-PSP/FSP/CP for Master Infrastructure ONLY (PLN-2208-0081). After approval it was determined by our client that the proposed end-user (WAWA) for Lot C/Unit 3 required additional area for their proposed development. Our client directed our office to relocate the internal drive approximately 5 feet to the south to increase the area of the WAWA lot from 1.83 acres to 1.87 acres. The increase of the WAWA lot required that lots to the south of the internal roadway be adjusted in area, as demonstrated on our revised data table. The road relocation primarily occurs between station 15+00 and 18+00, and all improvements have been adjusted accordingly.

Parrish Lakes Local Development Agreement Amendment

Application for the first amendment and supplement to the local development agreement 15-01 (LDA Amendment), between Manatee County and Flm, Inc. that was approved on Oct. 4, 2018 for the Parrish Lakes Development (“Project”). The Parrish Lakes Development (“Project”). Request to update the LDA to be consistent with the project’s zoning ordinance. The project is being developed within it’s approved uses, and a new CLOS is ready to be issued, subject to the approval of this LDA amendment.

Summary of amendments:
The LDA Amendment provides for the following changes to LDA 15-01.

  • Description of Uses: Revise the uses to reflect the approval of the second amendment
    to the Zoning Ordinance (3,401 residential units (single-family and multi-family), and
    295,000 square feet of non-residential uses).
  • Ownership of Land Subject to Development Agreement: Add the following owners to
    reflect land transfers within the Project: Hawk Parrish Lakes, LLC a Delaware Limited
    Liability Company; CNL Parrish Lakes West, LLC, a Florida Limited Liability Company;
    and CNL Parrish Lakes East, LLC, A Florida Limited Liability Company.
  • Transportation Improvements: Remove Unnamed “EE” Road from Carter Road to
    Sawgrass Road from the required site-related improvements, based on discussions with
    County staff.
  • Duration of Certificate of Level of Service: Reflect the issuance of CLOS 17-058 with
    an expiration date extended pursuant to law and in effect.
  • Duration of Certificate of Level of Service: Update to reflect that the applicant has paid
    its proportionate fair share contribution for transportation impacts in the amount of
    $549,146.
  • Duration of Certificate of Level of Service: Add Section 10(A) acknowledging the
    most recent Zoning Ordinance approval for Parrish Lakes (PDMU-16-16(G)(R2)
    establishing no new external traffic impacts, and authorizing issuance of a new CLOS
    with no change to the current expiration date, for the revised uses (3,401 residential units
    and 295,000 square feet of non-residential development). Section 10(A) also includes
    language allowing future increases to development uses without the need for future LDA
    amendments, so long as the Project otherwise complies with the County’s regulations.
  • Changes to CMOS: Add Section 10(B) to address pending changes to the County’s
    concurrency management system.
  • Notices: Update with revisions to the applicants and their addresses.
  • Supplemental Provisions to Original LDA: Delete Section 3 language and renumber
    subsequent sections.

North River Ranch Phase 2 Master Infrastructure Field Change

Field Change application for NRR Ph2 Master Infrastructure Project. Changes include adding a driveway to the cell tower on the south side of the project, as well as adding irrigation services for the row. Changes are clouded in red on plans.

The intent is to put in a driveway now. There will be a roundabout off US 301 in the future that eliminates the existing cell driveway. So we need to add a driveway to allow access in the future. There is no work proposed outside of applicant owned land. Just the driveway is proposed.
