The Manatee County Community and Veterans Services Department is rolling out a $1.2 million funding initiative to assist low and very-low-income homeowners with housing rehabilitation and replacement efforts. The program, funded through the State Housing Initiatives Partnership (SHIP) program, offers eligible residents interest-free, deferred payment loans to make essential repairs or replace dilapidated homes.
Starting March 24, 2025, residents of Unincorporated Manatee County or the City of Palmetto who meet the income and property requirements can begin submitting entry forms for the SHIP Housing Rehabilitation/Replacement Program. The funds, awarded as 0% interest, deferred loans with a 20-year term, will support homeowners in making code-related repairs or replacing deteriorating single-family housing structures.
Program Highlights:
- Loan Terms: 0% interest, deferred payment loans for 20 years, with loan forgiveness at the end of the term. If the homeowner sells, rents, or vacates the property before the term ends, full repayment is required.
- Eligibility Criteria: Applicants must own their property, which must be their primary homestead. The property should be located in Unincorporated Manatee County or Palmetto. Additionally, applicants must meet specific income limits and other requirements.

- 1-person household: $35,200 (Very Low Income), $56,300 (Low Income)
- 2-person household: $40,200 (Very Low Income), $64,350 (Low Income)
- 3-person household: $45,250 (Very Low Income), $72,350 (Low Income)
- 4-person household: $50,250 (Very Low Income), $80,400 (Low Income)
- 5-person household: $54,300 (Very Low Income), $86,800 (Low Income)
- 6-person household: $58,300 (Very Low Income), $93,250 (Low Income)
- 7-person household: $62,350 (Very Low Income), $99,700 (Low Income)
- 8-person household: $66,350 (Very Low Income), $106,150 (Low Income)
Applications must be received by 5:00 p.m. on April 7, 2025. A random drawing to determine the order in which eligible applicants will receive assistance will take place on April 11, 2025. For assistance with completing the online entry form, applicants can call (941) 749-3030.
To be eligible for the program, applicants must have current property taxes, utilities, and mortgage payments (if applicable) up to date. Additionally, homes may be subject to evaluation for outstanding liens or judgments.
