Changes Proposed for Massive Seaire Development

Seaire, known as the Parrish Lakes development, is a 3,000+ home community currently under construction on the south side of Moccasin Wallow Road at Carter Road. It features a 4-acre lagoon, similar to the lagoons they currently operate in Wimauma and Wesley Chapel. The homes will be built by DRB Homes, Lennar, D.R. Horton, Perry Homes, and Dream Finders Homes on 1,555-acres. The developer has submitted two amendments requests to Manatee County for approval. These requests will both have a public hearing at a future date.

The first amendment is a request to change the General Development Plan (GDP)…

  • Single-Family detached: Increase from 2,421 units to 2,578 units (+157)
  • Single-Family attached: Increase from 580 units to 1,022 units (+442)
  • Multi-Family: 400 units (No change)
  • Increase overall commercial/retail sq. ft. from 260,000 to 270,531
  • Decrease office uses from 35,000 sq. ft. to 32,500 sq. ft.
  • Add 1,300-student public charter school (K-12)

  • Single-Family residential (attached & detached): Increase from 2,200 units to 3,600 units
  • Multi-Family residential: Decrease from 1,100 units to 400 units
  • Commercial/Retail: Decrease from 400,000 sq. ft. to 270,531 sq. ft. (includes 12,000 sq. ft. early learning center)
  • Office: Decrease from 50,000 sq. ft. to 32,500 sq. ft.
  • Add 1,300-student public charter school (K-12).

Background Traffic Condition (report page 10)

Moccasin Wallow Road from I-75 Southbound Ramps to Buffalo Road
This roadway segment is currently four (4) lanes. As shown in Table 4, the background traffic exceeds the capacity for six (6) lanes as shown in both the Manatee County and the FDOT Generalized Service Volumes.

Moccasin Wallow Road from Buffalo Road to 115th Avenue
This roadway segment is currently four (4) lanes. As shown in Table 4, the background traffic exceeds the capacity for six (6) lanes as shown in the Appendix in both the Manatee County and the FDOT Generalized Service Volumes.

Buckeye Road from Sawgrass Road to Fort Hamer Road
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be six (6) lanes with the background traffic.

Carter Road from Buckeye Road to Moccasin Wallow Road
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be four (4) lanes with the background traffic.

Erie Road from Harrison Ranch Boulevard to US 301
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be four (4) lanes with the background traffic.

Fort Hamer Road from Buckeye Road to Moccasin Wallow Road
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be six (6) lanes with the background traffic.

Ft. Hamer Road from US 301 to Golf Course Road
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be six (6) lanes with the background traffic.

Moccasin Wallow Road from Ellenton-Gillette Road to I-75 Southbound Ramps
This roadway segment is currently four (4) lanes. Generalized link analysis indicates that this segment will be required to be six (6) lanes with the background traffic.

SR 62 from US 301 to Spencer Parrish Road
This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will require four (4) lanes with the background traffic.

US 301 from Victory Road to Erie Road
This roadway segment is currently four (4) lanes. Generalized link analysis indicates that this segment will require six (6) lanes with the background traffic.

As shown in Table 5, this roadway segment exceeds the capacity for six (6) lanes in both the Manatee County and the FDOT Generalized Service Volumes.

This roadway segment is proposed to be eight (8) or more lanes with the background traffic. As shown in Table 5, the background plus project traffic exceeds the capacity for six (6) lanes in both the Manatee County and the FDOT Generalized Service Volumes.
